Yes. Reactions are still being performed in response to the Sicarius's Chosen being deployed, so Syren Zythlex can now use her ability as all of the requirements have been met. If playing with the Apoka errata, this is no longer the case, as Syren Zythlex's ability is forced, and must therefore be triggered prior to the movement, which is impossible.
